Is the tension out of my garage door torsion spring?

I am completely removing the garage door from my house, and i have already removed the door its self, all that is left is the torsion springs (mounted in center of doorway). My question is, if the lift cable had been cut on each side and spun unwound, Is there still tension in the torsion spring, or is there a way to let it out by unwinding the cable. I know how to let the tension out of the spring from the winding cone, but I don't know if there is any tension to release
